Pref. Government: More fiscal reform is needed

Because the Shiga Prefectural Government (SPG) will be facing serious fiscal problems due to the worsened economic circumstances, the Committee on Public Administration Reform, led by President of Shiga Bank Yoshio Daido, proposed a reform plan to Governor Kada on July 2.

The proposal points out that even the implementation of the 2007 Fiscal Reform Program will not be able to cover the deficit of more than several ten billion yen created every year.

According to the proposal, the SPG should;

  • redefine a role that it plays in terms of making its organizational structure more efficient.
  • cut expenditures while securing safety net.
  • explore new financial resources including financial burden on citizens.
  • making a petition to ask the national government to give the SPG more financial power.

"The establishment of more cooperative relationships among local communities is needed because the SPG can't solve all the problems," commented Governor Kada after receiving the proposal, referring to the need to secure safety net regarding medical treatment and nursing care.
